For those that did not do it.
After you have a forum account,
click on the menu "Profile" choose "Look and Layout Preferences" on the left side menu that appears.
And then on the page that it loads, fill in the "Time Offset:" field with the hour difference that you require.
Now, all forum time stamps (on the posts and topics) are based on your local time settings. ;)
